Didn't NYC want Amazon to pony up for infrastructure improvements?

The Queensboro bridge, subway and LIRR would probably need huge improvements to accommodate 25,000 more people in the area. I thought I heard NYC was trying to push Amazon in to committing huge money to fix that.
