The "China deal" will do almost nothing to alleviate the underlying reasons
for a trade deficit. As long as you have a strong dollar like we have, our exports are simply too expensive, and we can't really compete. If you a want a reduction in the trade deficit, only a recession will get you there, which is why the focus on this as a policy goal is so stupid.
The only people who are affected by the new tariffs are American consumers who are now paying higher prices for the imported goods, and the American workers in sectors that are subject to retaliatory tariffs, such as farmers.
