CSU has not always had success in the "second level" sports

In the WAC and in the MW those sports were dominated by BYU, Utah, and TCU at the end. Volleyball is the only sport that CSU has a long history of success in.

CSU has had some success in men's golf, track, and cross country over the years but we certainly haven't dominated in them.

Winning in those sports is important to an overall commitment to athletic excellence. That time of commitment will bleed into other sports over time.
