Not sure how this could be fixed.

The tv money dictates behavior. The big-time schools blow through the money as fast as they can (coaching contracts, facilities, coaching buyouts, etc.) before spreading it out to fund the non-revenue sports. And there is no doubt that tv is slowly killing the fan experience at the game (read hurting the attendance revenue). All in the name of "education" and to benefit the university.
Coaching salary cap? Percentage of tv revenue that has to go to the General Fund of the university? Percentage of booster donations that have to go academics of non-athletes first? It is sick and wrong the way it is.
