Not true. It depends on what behavior they are engaging in.

Let's say a curfew was to begin at 8:00 p.m. At 7:59 p.m. a group of several hundred are shouting slogans, displaying signs, standing in place in a street that has no traffic due to local corona virus rules, no display of weapons, not violence in the crowd, etc. In other words they are protesting peacefully and lawfully. Then at 8:01 the police start with tear gas, rubber bullets, officers on horses etc. and roughing up protestors. Now they are rioters? At the most they would be not complying with a curfew but even that is not correct because they not only have to be warned prior to 8:00 p.m. AND given enough time to voluntarily disperse. Not only did that not happen in D.C. last evening the cops started physical dispersal before the curfew actually went into effect. I'm willing to bet that every person arrested there will have all charges dropped.
