Then King Soopers needs to mandate masks to meet your threshold. The


state can push it as hard as they want, but they don't have the right to mandate it on private property.

The safest route from a financial/liability standpoint is to strongly recommend the masks, but not actively enforce it so as to not lose customers. This one is on the business to enforce a policy to keep their customers and employees safe. Voluntary participation will never reach anywhere near 100%.
