Cali actually makes sense to me. Norcal took it seriously; Socal did not.

The Bay Area had more of a scare early on and that affected them for sure. They're also closer to the Seattle outbreak. Sounds silly, but SoCal was and is a world away.

Socal went into summer, after the lockdown, like it was spring break and in defiance. So stupid. I'm looking at you Huntington Beach. For the most part, cities like that are still hell-bent on proving some point of not wearing masks and/or this all being some hoax. Their numbers are beginning to bare that out. Surprise!
