Yep it is all about consequences


if you can have corruption and even criminal behavior, and then, get your slap on the wrist when you get caught, why wouldn't you cheat again? And what about Penn State? Everyone likes to play the "oh, that wasn't this coach, that wasn't these kids" card. And, I agree, it wasn't. But if there were actual consequence to Penn State, Baylor, UNC, Alabama, Louisville, Arizona (top of my head here) then they wouldn't have the massive donations and scholarships to attract the current kids 1-4 years ago.
Doesn't matter if it is the corporate world, juvenile justice, or disciplining kids, if there are no consequences or punishment, nobody worries about getting caught. Then there is the whole risk vs reward equation.
