Depends on how you look at it (and hard to really know for sure regardless)

Nevada's two main adds (Will Baker and Addison Patterson) came in October and January. Trey Wade has been another solid add for them in the last few weeks, but I'm not sure if he's a starter for them either (will at least be a really solid senior role player like he was at Wichita). But they have absolutely added a lot of intriguing talent and depth to go with an already up-and-coming team led by Grant Sherfield and Desmond Cambridge. They're quite likely to be the most improved team, anyway.

San Diego State added Matt Bradley, who's already been a stud in the Pac-12, and they added Portland transfer big Tahirou Diabate who looks like another solid player with length. They've added some nice talent in the transfer portal- BUT, they lost Matt Mitchell, Jordan Schakel, Terrell Gomez, etc. This was naturally going to be a highly appealing destination (they've been a top-25 team over the last couple of years, and San Diego is appealing in itself) and we knew they were going to do everything possible to "replace" the talent they lost.

UNLV and New Mexico keep adding interesting players. but they basically had full rosters to fill. Maybe those new players end up being good (lots of major conference players involved), but it will also likely take a long while for this to all come together if so.

It's all a matter of what your team really needs in the moment, to go with how obvious that is and how appealing a situation is to potential transfers. CSU may have its entire roster returning. Utah State and Boise State may still add some transfers, but they lost stars that -- just like SDSU -- will be hard to truly replace.
