Individual players, but there is a very strong relationship between winning and overall class recruiting rankings in the previous 3 years and team success and players sent to the league. So stars do matter regarding a recruiting class. His data shows mining diamonds is not sustainably productive. You can try a few but the bulk of your class needs to be talented enough, others would have noticed and competed for them. Eventually better athletes, with better development upside, perform better as a group than a few athletes with less upside developed by a staff looking for the overlooked. Fact is to many eyes on kids these days, not nearly as many avoid discovery if they have some skill.
