No, they really haven't been consistent.

When Earle Bruce became head coach 32 years ago (and I was drinking my way through college), here was the conference and where they are now:

Utah (Pac-12)
BYU (Independent)
UTEP (Conference-USA)
AFA (let's say joining CSU in the AAC if this happens)
SDSU (Hoping to leave for Big-12)
Hawaii (Football only, back then all sports)
Wyoming (MWC)
New Mexico (MWC)

So, 3 already gone, with a 4th football only that we only play 2 out of 4 years. That's half. AFA would likely be going to the AAC with us, that's 5 of the 8. SDSU won't be there for long, hoping for Big 12, guessing they won't stay once the Big 12 says they are done expanding. In addition, when the WAC was first formed, we weren't included. Joined 4 years later with UTEP.

As for those currently in the conference:

Fresno joined in 92, left behind at formation of MWC, then joined MWC in 2012.
UNLV joined in 1996, left to form MWC.
SJSU joined in 1996, left behind at formation of MWC, joined MWC in 2013.
Nevada joined MWC in 2012.
Utah State joined in 2013 after they tried to nuke the MWC.
Boise joined 2011. Tried to leave once, wants to again.

TCU joined the WAC, we left that, then they joined the MWC and left for the Big 12.

Basically the only programs that have been consistent rivals over the last 40 years and continue to be are Wyoming, AFA, SDSU and New Mexico. AFA leaving. SDSU wants to leave but wants Big 12. Guessing they look to the AAC if the Big 12 says they're done. Wyoming has to be scheduled every year. That leaves New Mexico. We're basically leaving them, so schedule them in basketball, that's all they care about anyway. Most of what is left are only in the MWC because Utah State's bid to steal MWC teams after Utah and BYU left failed. Why did it fail? Made a better offer to Boise, Fresno and Nevada. The one thing Thompson actually did proactively. There is only really one non-P5 team that brings eyes to the TV in the West - Boise. If the AAC money is better and they get the Friday night ESPN games back, they'll bolt.

It is simply another case of leave or be left behind. We did it with the MWC in 1999. It's either going to be the MWC or AAC that is the premier G5 conference. Aresco is already on record as saying they want to remain the best non-p5 conference. Thompson is just cashing checks saying "we'll see". Any other up and coming programs will be in the AAC footprint, not the MWC footprint. Stay behind and it's basically the western version of the Sun Belt.
