I'd argue that the haves and have nots coalesced in the 60's ish after the post WWII boom in higher education, but as time goes on it certainly gets harder and harder to join the haves, and even the haves that have floundered in the last 2 decades (ie Fl State, Miami, Nebraska, OU, etc) still have massive fan/facility machines that are that much harder to have.

good lord I think I set a post-war record for use of the word 'have'.
