That is what doesn’t make sense.

If it institutional failure it doesn’t make a difference if CSU is FCS, D2, ot P5. The football program would have still struggled at any level. You need culture change that is sustainable. This culture change is painful, and I do not think it is possible. Anyone who is capable of that would be fired from CSU since the CSU culture would pushback.
