Title IX is the driving factor, but it is not as simple...

As just making sure men and women have equal scholarships. Based on what I think I understand, and trying to be brief, here goes:

First, title IX is based on an individual university's own demographics. For example, Air Force has a majority of male cadets, thus, to meet their title IX requirements, they have more men's sports (sponsored scholarships) than women's.

Next, title IX is not simply focused on scholarships, but as another poster pointed out, is also focused on participants. To go into detail about equal scholarship opportunities would require a discussion about head count sports as well, so basically, scholarship money for men and women at CSU must be almost equal. Participants as well, which obviously looks at walk ons in addition, is also an area that is under surveillance. Since each sport has a different number of NCAA max scholarships and roster limits, the number of sports between gender are often unequal.

In addition to these areas, the equality standard also applies to all those things athletes have access to, such as coaching staffs, SA support (equip, sports med coverage, academics etc) and facilities, to name a few.

All of this together is the reason sport additions and subtractions are rarely snap decisions.
